It was derived from the conviction that the philosopher has the knowledge, intellect and training to govern, ruling, like any other task, required skill and qualifications, for its aim was the general well-being of all. The concept of a city-state ruled by philosophers is first explored in Plato's Republic, written around 375 BC.
